Who can buy, and the rules that apply

The dates of this site's land tender put it on the earlier EC rules: a household income ceiling of $16,000, a minimum occupation period of 5 years from TOP, and resale limited to citizens and PRs for the first 10 years after TOP. HDB sets the rest: who may form a household (a citizen applicant of at least 21, or two to four citizen singles of at least 35), and tests on private property and earlier subsidies.

How the price is paid

The EC agreement is in a prescribed form, and its normal schedule spreads the price from booking to completion: a fifth by signing, two fifths as the building goes up, a quarter after TOP and the remainder at the end. Wynwood Grand's own payment schemes are not out yet; a deferred scheme exists only if the developer offers one.

Upgrading from an HDB flat, or buying your first home

Owners of an HDB flat can book first and sell later; HDB's deadline is six months after the EC's keys. One recorded move: owners at 635B Senja Road, Bukit Panjang, bought at Copen Grand under its Deferred Payment Scheme with an EC bridging loan and lived in their flat while it was built; the sale was then timed with the buyers' agreement. It was exceptional, case-specific coordination for a different project at an earlier time, and says nothing about the financing, timing or approvals available for this launch.

CDL has yet to publish prices, layouts or the mix of unit types, its payment schemes, a booking date or a TOP date.
